Recommendations to Pope Francis and the bishops in meeting in Rome
The Group on Human Rights in the Church (Belgium), Mea Culpa United (Netherlands) and La Parole Libérée (France) makes the following recommendations to Pope Francis and the bishops. We insist that these recommendations will be discussed at the bishops’ meeting in Rome (February 2019) convened by the Pope and that we will soon (in 2019) receive his follow-up to these recommendations.
1. Why, when the Pope has set up the tribunal to trial bishops and clergymen who silently accepted abuse to take place in their own diocese, why has this tribunal been put to an end in Rome? Even though the money for its operation has already been released?
2. We expressly ask that bishops and religious superiors inform victims immediately upon simple request in writing (+ evidence from Rome enclosed) that they have passed on their file to Rome (with the file number included). Why not immediately, even without a request from the victim, inform the victims concerned on their own initiative of all the steps taken in a specific case?
3. We recommend that bishops and superiors insist in writing that the pope reply in writing to victims’ letters. We find it inexplicable that victims who write to the Pope have so far never received an answer to their letter.
4. We strives to ensure that ecclesiastical superiors become allies of Christians or no-longer-Christians who were violated by priests through religious abuse of power.
That is why we recommend that the bishops and superiors, in every case of sexual abuse in the church, act as a Civil Party. This to support the victims because they were abused as members of the church by priests or religious.
5. We recommends the bishops to respond to the call of Pope Francis to establish places of Healing and Mercy in the country. Cf. Bruges 2012, Antwerp 2013, Halle, 2015; Brussels 2017. The Netherlands, Hengelo 2012; Maastricht 2014; Nijmegen 2017.
6. Can bishops and superiors provide proof to the survivors of sexual abuse by a clergyman that they have forwarded the specific complaints of those victims to the Ministry of Justice, as the Pope has ordered?
7. We appreciates it when bishops – as they do more and more today – really express their recognition of the victims of sexual abuse. We ask them to do so even more ‘with one voice’ in the future, so that the various statements from the dioceses and the many congregations do not cause confusion.
It would only give real credibility to the pope and the bishops and superiors of congregations if they themselves, as superiors, looked back in their hearts to determine whether or not they had taken the steps necessary at the time, after a victim reported (orally or in writing) abuse by an offender under their authority.
RECOMMANDATIONS au pâpe François et aux évêques réunis à Rome
Le Groupe Droits de l’homme dans l’Eglise (Belgique); Mea Culpa United (Pays-Bas) et La Parole Libérée (France) fait au pâpe François et aux évêques les recommandations qui suivent. Nous supposons qu’elles seront discutées à la réunion des évêques (février 2019), convoquée par le pape, et que dans un court délai (en 2019) nous recevrons leur réponse.
1. Le pâpe a érigé à Rome un tribunal pour juger les évêques qui gardent ou ont gardé le silence au sujet des abus sexuels commis dans leur diocèse. Pourquoi ce tribunal ne fonctionne t’il pas? Bien que l’argent pour son fonctionnement a étè approuvé.
2. Nous demandons explicitement que les évêques et les supérieurs religieux communiquent aux victimes qui le sollicitent que leur dossier a étè transmis à Rome (avec pièce justificative et numéro du dossier inclus). Pourquoi ne pas communiques tout de suite toutes les démarches qui ont étè faites même si la victime ne le sollicite pas?
3. Nous recommandons aux évêques et aux supérieurs religieux d’insister auprès du pâpe pour qu’il réponde par écrit aux lettres des victimes. Nous trouvons inexplicable que les victimes qui écrivent au pâpe n’ont jamais jusqu’à maintenant reçu une réponse.
4. Nous visons à ce que les autorités ecclésiastique deviennent les alliés des fidèles ( aussi de ceux qui ne le sont plus) qui ont étè mutilés par l’abus de pouvoir religieux. C’est pourquoi nous recommandons aux évêques et aux supérieurs religieux de se porter partie civile dans chaque dossier d’abus sexuel. Ceci en guise de soutien des victimes qui comme membres de l’église ont étè abusées par des prêtres ou des religieux.
5. Nous recommandons aux évêques de donner suite à l’appel du pâpe François de fonder dans les pays des lieux de «Guérison et de Miséricorde». Cfr. Belgique: Bruges 2012; Anvers 2013; Hal 2015; Bruxelles 2017. Pays-Bas: Hengelo 2012; Maastricht 2014; Nijmegen 2017.
6. Est-ce-que les évêques et les supérieurs religieux peuvent fournir une pièce justificative aux victimes d’abus sexuel par un prêtre qui prouve qu’ils ont transmis leurs plaintes spécifiques à la Justice comme le pâpe leur a demandé.
7. Le WMK (Belgique), Mea Culpa United (Pays-Bas) et La Parole Libérée (France) apprécient que les évêques expriment sincèrement leur reconnaissance des victimes d’abus sexuel, comme ils le font aujourd’hui. Nous demandons qu’à l’avenir ils le fassent encore plus à «l’unisson», pour que les déclarations différentes des neuf diocèses et de plusieurs congrégations ne donnent pas lieu à confusion.
Aanbevelingen aan paus Franciscus en de bisschoppenconferentie in Rome
De Werkgroep Mensenrechten in de Kerk (België), Mea Culpa United (Nederland) en La Parole Libérée (France) doen onderstaande aanbevelingen aan paus Franciscus en de bisschoppen. Wij gaan er van uit dat deze aanbevelingen besproken worden op de bisschoppenbijeenkomst te Rome (februari 2019) door de paus samengeroepen en dat wij op korte termijn (in 2019) een opvolging van hem op deze aanbevelingen krijgen.
1. Waarom, als de paus het tribunaal heeft opgericht om bisschoppen en clerici te berechten die in het eigen bisdom stilzwijgend misbruik laten begaan, waarom is dat tribunaal in Rome nu terug afgevoerd? Ook al is het geld voor de werking ervan al vrijgegeven?
2. Wij vragen uitdrukkelijk dat bisschoppen en religieuzen oversten aan slachtoffers meteen op eenvoudig verzoek schriftelijk meedelen (+ bewijsstuk van Rome ingesloten) dat zij hun dossier in Rome hebben doorgegeven? (met het dossiernummer er bij). Waarom niet meteen, – ook zonder verzoek van het slachtoffer – op eigen initiatief aan betrokken slachtoffers alle stappen meedelen die in een dossier worden ondernomen?
3. Wij bevelen de bisschoppen en oversten aan dat zij er bij de paus schriftelijk op aandringen dat de paus schriftelijk antwoordt op brieven van slachtoffers. Wij vinden het onverklaarbaar dat slachtoffers die naar de paus schrijven, tot op heden nooit een antwoord hebben gekregen op hun schrijven.
4. Wij streven er naar dat kerkelijke oversten bondgenoten worden van die gelovigen of niet meer gelovigen die door priesters werden geschonden door religieus machtsmisbruik.
Daarom bevelen wij de bisschoppen en oversten aan dat zij bij elk dossier seksueel misbruik in de kerk zich Burgerlijke Partij stellen. Dit ter ondersteuning van de slachtoffers omdat deze slachtoffers als lid van de kerk werden misbruikt door priesters of religieuzen.
5. Wij bevelen de bisschoppen aan in te gaan op de oproep van paus Franciscus in het land plekken van Heling en Barmhartigheid op te zetten. Cfr. België: Brugge 2012, Antwerpen 2013, Halle 2015, Brussel 2017. Nederland: Hengelo 2012, Maastricht 2014, Nijmegen 2017.
6. Kunnen bisschoppen en oversten aan overlevers van seksueel misbruik door een clericus bewijs leveren dat zij de specifieke klachten van die slachtoffers wél hebben doorgestuurd naar Justitie, zoals de Paus daarvoor opdracht heeft gegeven?
7. WMK/Mea Culpa United/La Parole Libérée waarderen het als bisschoppen – zoals vandaag – écht hun erkenning van de slachtoffers van seksueel misbruik uitspreken. Wij vragen hen dat zij in de toekomst dat nog meer ‘met één stem’ doen, zodat de verschillende verklaringen vanuit de bisdommen en de vele congregaties niet voor verwarring zorgen.
Het zou de paus en de bisschoppen en oversten van congregaties pas echt geloofwaardigheid verlenen, mochten ze zelf, als oversten, terugkijken in hun hart om vast te stellen of zij destijds, al dan niet, de stappen hebben ondernomen die nodig waren, nadat een slachtoffer melding heeft gemaakt (schriftelijk of mondeling) van misbruik door een dader onder hun bevoegdheid.
